Throughout the ages, military innovation has been studied and analyzed. This research has been carried out in both wartime or peacetime. Some studies are focused on technological innovation, while others focus on changes in doctrines, structures, and resources.

One of the most interesting concepts is military innovation during wartime. This concept is based upon the idea that a military organization could create disruptive changes that increase their ability combat enemies. These changes will have both short-term and long-term effects. In winning an armed struggle, a military organization's ability create innovative technologies is crucial.

Fourth, military personnel must be able and willing to work in diverse battlespaces. This is something the Army must be able do without having to wait for a year before making changes.


The invention of an artificial satellite, which is an example military innovation during wartime, is one example. In 1957 the USSR was the first nation in the world to launch an Artificial Satellite. ARPA was built by the US Department of Defense, which funded it.

The Defense Innovation Board is focusing on a number of different aspects of innovation. One of the most significant is risk tolerance. Congress can respond by limiting the Department of Defense's authority or restricting its flexibility. This can also be done by reconfiguring the organization chart of the department or adding restrictions to its ability to innovate.
